WEST PAPUA: COMMUNITY THERE (ASMAT - WEST PAPUA) IN SEARCH FOR EAT THERE IS NO CARE

1. Introduction
Why am I raising this topic for my criticism of the comments of the Chief of Staff of the President, Moeldoko? Because Mr. Moeldoko has made two statements that greatly degrade the dignity of the people and the people of West Papua.
"Outbreaks of measles and malnutrition in Asmat, Papua, are caused by people's habits that are less concerned about the environment and health, such as how to defecate need to be evaluated by the people there." (CNN Indonesia, 19/01/2018).
"I told the President, sir, the main problem is not health, but there is no certainty in there for the food, I suggest that we need to send troops into the village to prepare agricultural facilities and infrastructure, we prepare them for farming."
"Villagers across the archipelago are used to living from one place to the other, and in such conditions, health control becomes more difficult, including aid provision is also not easy." (Trans 7 & Detik.News, 07/02/2018).
There are three problems that Mr. Moedoko said and the way to solve them.
1.1. Causes of malnutrition due to people's habits that are less concerned about the environment & health.
From what medical perspective Mr. Moeldoko says is true & I agree. That we agree.
However, the question is before Indonesia came, occupied and colonized the West Papua, since 1961 about 57 years ago, this nation does not recognize the name of measles / bad nutrition.
Supposedly, within a period of 49 years since 1969 West Papuan people's health insurance is at a good level. But, so far, the Indonesian government treat the Military Operation Area (DOM) & all the people of West Papua in OPM-kan, Separatis-kan, then in remote areas of the Indonesian government negligent. Although the symbolic status of DOM has been revoked, the reality in the field face militarism is increasing.
Mr. Zeid Ra'ad Al Hussein The UN High Commissioner for Human Rights recognizes military power in West Papua.
"I am deeply concerned by the increasing use of security forces, harassment, arrest and arbitrary detention by security forces in Papua."
1.2. Major issues are not health, economic problems, eating and drinking.
Mr. Moeldoko was inconsistent in seeing the real problem. This is Indonesia's representation and perspective on issues in West Papua.
On CNN Indonesia, Mr. Moeldoko said the problem in West Papua is "people's habits that are less concerned about the environment and health."
But on Trans 7 & Detik News pack Moeldoko said: "the main problem is not health, but eating and drinking or economy".
How does the nation think and look at such unclear problems like West Papua?
Another question we need to answer is whether before Indonesia annexed, occupied and illegally occupied the West Papuan people, military action in 1961, illegal agreement without involving West Papua bgs 1962, illegal handover in 1963 and military criminal days in 1969, West Papua ever starved and thirsty?
The historical fact states that the ancestors and ancestors of the West Papuan people never live begging and live hungry.
Who said, this nation lives not settled and always move around? No one forbids them, wants to move or settle for their rights. They have freedom because it is their land and country and that is their power and government. No one forbids them. Why are the Indonesians disturbed?
2. Send Military To Prepare Agricultural Land
Is Mr. Moeldoko not mistaken? Agricultural land and forest land and water have been provided by God to the people and the people of West Papua. No need military or any name to enter the villages of the people and the people of West Papua to provide land.
It is better to honestly say, there needs to build a military base or infrastructure and relocate or move the indigenous population.
The people and the people of West Papua do not need the military. God's people need doctors for health services; teachers to teach and agricultural experts if for agricultural coaching.
The people and the people of West Papua have been traumatized by its name Military and police. They in the eyes of the people are criminals, murderers, criminals. Although the military / police say it has changed any approach his name.
3. Root of the Problem Must be solved
Whatever policies and approaches will not solve the fundamental problems of the West Papuan people. Fire must be extinguished. If as long as the embers have not been extinguished, the fire remains on. Indonesian nation should not underestimate the substance of the West Papua problem.
3.1. The case of gross violation of human rights as a state crime must be resolved.
3.2. Political Status of West Papua / History of Integrating into Indonesian territory with pepera engineering. 1969 must be completed.
It is time for the Government of the Republic of Indonesia and ULMWP to sit in negotiations mediated by a third party in a neutral place. Examples of GAM case settlement with RI are relevant references.
