In West Papua Rector Cooperates With Military, Student Protests
In West Papua a
region that is currently a colony of Indonesia Rector of Universatas
Cendrawasih in cooperation with the Indonesian Police. Indonesian Police Chief
of Papua Region Inspector General of Police Drs. Boy Rafli Amar and Rector
Uncen DR. Ir. Apollo Safanpo, ST.MT jointly signed a Memorandum of
Understanding (MoU) or Memorandum of Understanding in enhancing partnership
cooperation.
The signing took place in the Third Floor Leadership Meeting
Room of Rectorate Building of Universitas Cenderawasih Jalan Kampwolker,
Yabansai Sub-district, Heram District-Jayapura City, Wednesday (7/3/2018).
"Therefore with this Mou we can together to provide
understanding to the younger generation so as not to be affected by social
media and other negative activities," said Chief of Indonesian Police.
Rector of Cenderawasih University DR. Ir. Apollo Safanpo,
ST, MT in his speech said that the Memorandum of Understanding between the
Papua Police and the Cenderawasih University is done to improve the security
and discipline of the Students or others, so that all lectures activities can
run normally and smoothly.
This commitment is done because previously the campus is
often used for demonstration by students for independence struggle or
self-determination right for West Papua which lead to the occurrence of action
and when requesting assistance from the Police there should be a formal

Rejection by Student
Hundreds of students from Cenderawasih University of
Jayapura refused a memorandum of understanding (MoU) between the campus and the
Papua regional police. Police refusal to enter the campus was done by way of
access entrance entrance of the campus.
"The signing between Uncen and Papua Police does not
involve BEM universities and faculty and representative assemblies for
consideration," said Uncen Polda MoU rejection coordinator Bayeam Keroman
during a demonstration in front of the Uncen campus in Waena Jayapura on
Thursday (8/3 / 2018).
Keroman admitted that new students know there is a MoU
between Uncen and Polda Papua from the news. He considered that the cooperation
would harm students because of the intervention of police officers into campus
activities.
"In the points that are written if there is legal
action then the process is directly handled by the police," said Keroman
explained.
The point is considered to hamper protests or demonstrations
of students within the campus Uncen. It was considered part of silencing
student democracy. He and the Uncen activists will not stop the bar action if
the MoU signed by Polda is not revoked.
Uncen student activist, Atius Inup, also accused the MoU of
proving something is wrong in Papua's biggest campus. "We ask for a copy
of the MoU conducted by the university and the Papua Police," Inup said

Papua, Governance, Politics, Law and Human Rights, Laurenzus Kadepa requested

"The Uncen Rector should explain the results of the MoU
with the Papua Police, the purpose of the MoU is so that the public also knows
what content, especially to Uncen students, so that there is no conflict as
happened today BEM Uncen has made a misfortune in the campus of Universitas
Cenderawasih Jayapura.
Now we see not yet the students are already ahead of the
entrance of Uncen campus. Neither Uncen underneath nor Uncen above. This is
triggered because Uncen Rector has made an MoU with Papua Police, which is not
known to the contents and goals by Uncen Students themselves, "he said.
Although the word Kadepa, this will bring a positive impact
for Uncen, but from the observations, this is a new thing that happened by the
Rector Uncen.
"Because basically the military, whether the Indonesian
National Army [Indonesian Armed Forces] / Police of the Republic of Indonesia
[Polri] can not intervene students in this institution, unless there are events
that harm the campus.Such as a threat so that the campus can ask for help to

Therefore, further Kadepa, this MOU should be questioned by
various circles and this will be the spotlight, not only from the students but

"The Rector of Uncen must also explain what this MOU is
made and if there is no purpose behind the signing of the MOU, it should be
revoked because it is against the students' will," Kadepa said.
As a result of the cooperation between MOU Uncen and the
Papua Police, students will be performing campus barriers that will take place
in the next few days. This is a form of rejection of Uncen cooperation with the

Cendrawasih University Lecturer
Responding to the polemic that happened a few days ago
related to MOU between rector of prominent University in Papua, Cendrawasih
University (UNCEN) Jayapura and police daera (POLDA) Papua, Ibrahim Peyon, one
of anthropology and also lecturer at Cendrawasi University studying P. Hd at
Ladwig-Maximians University, Munich, Germany, spoke up.
Through his Facebook account, Ibrahim Penyon said, in
developed countries there has never been a MOU of the University and security.
Universities are granted autonomy rights to regulate freedom to develop ideas,
ideas and knowledge. If the University leader's MOU with another party for
security means he or she is unable to manage the household and security within
its own campus.
According to him, the MOU did consciously handed the
students to the crocodile's hand to absorb at any time. If there are victims of
this MOU, the person making the agreement should be asked to bake the answer.
A leader must have a conscience, sensitivity and able to
read the situation so far. Academics and University leaders should not be
accommodation to serve the power and sacrifice students. He has the task of
managing university and maintaining the freedom of the campus as a special
autonomous right for the academic community - lecturers, students and staff.
Furthermore, the progress of a University is not measured by
the security MOU and it has nothing to do with the University's progress. The
University's progress is also not only seen from the graduation quantity
annually. However, there are many other important academic issues, such as
writing books, scientific articles, research for the development of pure
science and applications, cooperation with other universities in various
countries, international academic seminars, exchange of lecturers and students to
other countries, long-term research projects in other countries and so on.
These things that must be fought by a Rector is not a MOU
with the regional police. I think students have the right to ask Uncen who do
